Unbelievably, Rick Perry tried to bypass the Legislature and enact this by executive decree as if he were some sort of Hillary Clinton dictator. Perry tried to do this because Mike Toomey, his former chief of staff and very close friend, is a lobbyist for Merck, the maker of Gardisil, and was being retained for hundreds of thousands of dollars. The Legislature crushed PerryĆ¢€™s attempt. Merck also made a $6,000 donation to Perry/
